whereas I want to allow users to create wallets in runtime with rpc. Is it even possible?

Is it possible to have same flow in monero like in bitcoin?

I need to implement such operations like:

1. Generate_wallet (address, private_keys)
2. Create raw transaction
3. Sign raw transaction with generated private key
4. Broadcast it
