you can use windows Task Scheduler to create a Task, and one of the conditions can be "on idle". http://imgur.com/XOJ5NlT edit: i tried this and it does not work. the task never triggers to start.

With rawintensity, you're really looking for an optimum. So when changing it a little in either direction gives you less hashpower, you will know you found the right setting. I don't think it will affect heating much, especially if you're running the clocks at stock settings.
