Any alteration to Monero which changes the block structure (including block hash), difficulty rules, or set of valid transactions

Community consensus currently expects a hard fork twice a year to upgrade the Monero protocol with improved privacy, security and functionality.

Thus far these semiannual hard forks have not been contentious within the Monero community. It is expected that as the protocol matures and the community continues to grow that their frequency will eventually decrease.
