I am trying to create a simple Monero fork (identical in every way but on a different blockchain)

I have two running instances of monerod using different ports. Based on the log info from both, I can tell that the other one can connect to the seed node. However, after successfully creating the genesis block, they both appear to get stuck on syncing at height 1 and remain busy (and therefore unable to background mine); as such, I'm unable to really use either daemon for anything. I can't find anything in the logs that may be relevant to why they aren't doing anything: No errors and everything suggests they are functioning as normal. The only change in this fork of Monero is the address listed in net_node.inl being 127.0.0.1:34567, where I am running the seed node. I am compiling on an Ubuntu 20.04 platform.

I know I'm missing something here, but I'm not sure what. What do I need to do to make the daemons function correctly?

Edit: Here's a bit of the log output which seems to be related to this issue. This is on the seed node.
